Transition rules
Transition provisions were established by the CIA’s Education and Qualification Council in 2022 to help bridge changes to qualification requirements.
Most transition provisions for obtaining the ACIA and FCIA designations have now ended. As of January 1, 2026, applicants for CIA Associate or Fellow designation must meet the CIA’s education and qualification requirements, except where eligible credits were earned before the effective transition deadline.

| FTR24‑2 | September 2024 | In effect: All candidates must complete FCIA track module 2 if PEC not taken by December 2023, unless otherwise exempt under Pathway 2 with credit for CAS online courses 1 and 2 successfully completed by December 31, 2025. |
| FTR24‑3 | November 15, 2024 | Deadline for FCIA applications with PEC credit using the US CAS COP and the CIA Professionalism Workshop, both completed before December 31, 2019. |
| FTR24‑4 | December 31, 2024 | In effect: One CIA Fellowship exam required for Pathway 3B candidates from the SOA or CAS who took US-specific Fellowship examinations in life, retirement, group benefits and property and casualty, and candidates from other recognized actuarial organizations in lieu of a Canadian-specific exam of the SOA or CAS. |

| FTR25‑1 | December 31, 2025 | Deadline for FCIA applications for Pathway 3A and Pathway 3B candidates via the former mutual recognition agreement route with Canadian experience accrued before achievement of the first fellow-level designation and using SOA or CAS Canadian-content examinations.
It is important to note that the former mutual recognition route only applies to individuals with fellow-level qualifications from the Institute and Faculty of Actuaries (UK), Actuarial Society of South Africa, Institute of Actuaries Australia and the Society of Actuaries in Ireland. The CIA has never had mutual recognition agreements with the SOA or CAS. |
| FTR25‑2 | December 31, 2025 | Deadline to successfully complete all FCIA requirements, including professional experience and 12 months of Canadian experience accrued while an ACIA, and piecemeal credits using SOA and CAS fellow-level educational activities and examinations for Pathways 1 and 2, unless a candidate has transferred into the CIA education system, as per FTR25-3.
Note, individuals with credits under the former University Accreditation Program are exempt from this deadline. |
| FTR25‑3 | December 31, 2025 | Deadline to successfully complete one CIA Fellowship exam to have piecemeal SOA or CAS fellow-level educational activities recognized beyond FTR25-2 for the purposes of Pathways 1 and 2.
It is important to note that only SOA and CAS fellow-level activities successfully completed prior to passing one FCIA exam will be eligible for credit. Note, individuals with credits under the former University Accreditation Program are exempt from this deadline. |
